Victoriabank – one of the largest banks in the Republic of Moldova, part of the Banca Transilvania Group – is arranging a new municipal bond issue, this time for the city of Leova. This is the sixth local securities offering arranged by Victoriabank; previous issues have attracted strong investor interest and confidence in the ability of local authorities to deliver development projects.
With the offering launched today, Leova City Hall will raise 9 million Moldovan lei – approximately 450,000 euros –, capital earmarked for the project “Urban rehabilitation and development of public-space infrastructure in the city’s central district.”
What this means for the community
1. Diversifying local funding: municipal bonds make it possible to access investment resources without putting pressure on the local budget.
2. Efficient delivery of urban projects: the funds raised will facilitate the implementation of development projects.
3. A strategic partnership with Victoriabank, which helps local authorities identify modern financing solutions and secure the capital needed for projects that support local development.
Why this matters for investors
1. Diversification – municipal bonds provide exposure to a public issuer, with predictable cash flows and a clearly defined use of proceeds.
2. Projects with local economic impact – investments in urban infrastructure increase the area’s attractiveness and can support economic development.
3. Victoriabank’s solid track record – all previous issues were quickly subscribed, confirming investors’ confidence in the structures proposed by the bank and in the ability of local authorities to deliver projects.
Victoriabank’s role
As financial intermediary, Victoriabank will structure the issue to meet investor requirements and market regulations, promote the offering to institutional and individual investors, and handle subscriptions. Through this role, Victoriabank contributes to the development of the local capital market in the Republic of Moldova and to creating financing mechanisms for public administrations.
