The program is addressed to businesses operating in the field of education, companies that provide training to employees and are registered in Romania.

These can access up to 2 million euros (or 9.7 million lei) for investments or working capital, guaranteed by EIF.
- 80% of the credit is guaranteed by EIF, which means zero material guarantees for revolving credit lines or medium-term loans.
- Funding available in lei and euro, up to 2 million euro / 9.7 million lei per client.
- Additional BT guarantees reduced: no material guarantees or maximum 30% of the loan, depending on the type of financing.
- The line of credit can be granted for 24 months, with the possibility of extension up to 8 years from the signing of the contract.
The EIB program targets a wide range of companies: Micro-enterprises, SMEs, Corporate and LaCo. Financing can reach up to EUR 12.5 million for SMEs (according to the European definition) and up to EUR 25 million for MidCaps companies with fewer than 3000 employees. Loans are available both in lei and in euros.
- BEI3 loans benefit from an interest rate reduction of 0.25% per year, which makes them more affordable.
- They are especially suitable for investments, especially for the purchase of equipment, with maturities between 5 and 7 years.
- For working capital, financing is granted for 24 months.
- The program also includes funding for green destinations, such as renewable energy, electric vehicles, or investments that reduce energy consumption by at least 30%.
- BID guaranteed loans are designed to facilitate firms' access to financing on very advantageous terms. Among the benefits are:
- 70% warranty of the credit value, which significantly reduces the guarantees required by the bank;
- reduced own contribution, which helps companies start investments more easily;
- funding available only in lei, up to 14,000,000 lei;
- extended maturities: up to 120 months for investments and up to 48 months for working capital (non-repayable facilities).
To access funding, among other conditions, the company must be eligible for de minimis aid, as the EIB guarantee involves checking the ceiling of a maximum of 300,000 EUR over three consecutive years.
