1. BT Pay and the acceptance of using the application
These terms and conditions constitute for the Client (hereinafter referred to as the "BT Pay Terms") a legal contract concluded between Banca Transilvania S.A., a credit institution established in Romania, with its registered office in Cluj-Napoca, Calea Dorobantilor, no. 30 - 36, Cluj County, registered at the Trade Register under no. J1993004155124, unique code RO 5022670 (hereinafter referred to as "BT” or „bank”) and you („the client” or „utilizatorul”) for using the functionalities of the BT Pay mobile application (hereinafter referred to as „Application” or „BT Pay”) and applies as follows:
A. Qualora siate clienti della Banca Transilvania S.A. – Filiale Italia (BT Italia)
For customers of Banca Transilvania S.A. – Italy Branch (BT Italia the current version of these Terms and Conditions applies available who.
B. If you are an Adult Client (“adult user”):
We recommend that you read the BT Pay Terms in full before deciding whether to accept them and continue the registration process. If you do not agree with any of the provisions of the BT Pay Terms or if you have refused to have your personal data processed as we informed you through Information note regarding the processing of personal data in BT Pay, please do not access, browse or use the application, nor the software, services, information, materials or other similar items contained in the application.
BY CLICKING THE "I AGREE" BUTTON BELOW, YOU AGREE TO THE USE OF BT PAY UNDER THE CONDITIONS MENTIONED IN THE BT PAY TERMS AND IN INFORMATION NOTE REGARDING THE PROCESSING OF PERSONAL DATA IN BT PAY.
C. If you are a minor Client aged between 14 and 18 years and have BT Pay linked to your account opened at BT:
In order to access/use in BT Pay the functionalities for minor users who have BT Pay linked to their account opened at BT, it is necessary that a parent/guardian/legal representative of yours (hereinafter “the parent”) to express their agreement in this regard at the bank, through acceptance Terms and conditions for the use of BT Pay Kiddo functionality for minors aged 14-18 who have an open account at BT (hereinafter "BT Pay Kiddo Terms for minors who have a BT account”).
Even if your parent accepts the BT Pay Kiddo Terms for minors for you which have a BT account for you, we recommend that you also read these BT Pay Terms, alone or – if some words are not clear to you – together with your parent. We specify that, among the provisions from the section 3. What can you do in BT Pay from these BT Pay Terms, only those referring to operations that can be performed by minors over 14 years old apply to you, as described in chapter V- BT Pay Kiddo Features from the BT Pay Kiddo Terms for minors who have a BT account. We also mention that the processing of your personal data is carried out in accordance with the information prepared especially for you: Information note regarding the processing in BT Pay of personal data of minor users over 14 years old who have a BT account who have a BT account.
If you do not agree with any of the provisions of the BT Pay Terms that apply to minor users or if you refuse to have your personal data processed as we have informed you through Information note regarding the processing in BT Pay of the personal data of minor users over 14 years oldthose who have a BT account, please do not access, browse or use the application, nor the software, services, information, materials or other such contained in the application.

D. If you are a Minor Client aged between 8 and under 18 years old and want to use BT Pay on your parent's account:
In order to access/use in BT Pay the functionalities for minor users who have a card issued in their name but attached to the parent's account (hereinafter referred to as "minors attached to the parent's account"), it is necessary for a parent/guardian/legal representative of yours (hereinafter "the parent") to express their consent in this regard to the bank, by accepting Terms and conditions for the use of BT Pay Kiddo functionalityfor minors attached to the parent's account (hereinafter „BT Pay Kiddo Terms for minors attached to the parent's account”).
In case you are between 8 years old completed and 18 years old not completed, you will be able to use BT Pay with a card issued in your name, but which is attached to your parent's account. The process through which you can receive access to the application and a BT card can be issued must be completed by your parent in BT Pay.
Even if your parent accepts for you the BT Pay Kiddo Terms for minors attached to the parent's account, we recommend that you also read these BT Pay Terms, alone or – if some words are not clear to you – together with your parent. We specify that, among the provisions in section 3. What can you do in BT Pay from these BT Pay Terms, only those described in chapter V apply to you- BT Pay Kiddo Features from the BT Pay Kiddo Terms for minors attached to the parent's account. Also, we mention that the processing of your personal data is carried out according to the information prepared especially for you : Information note regarding the processing in BT PAY of the personal data of minor users attached to the parent's account.
If you do not agree with any of the provisions of the BT Pay Terms which apply also to users under 14 years old or if you do not wish your personal data to be processed as we have informed you through Information note regarding the processing in BT Pay of the personal data of minor users attached to the parent's account, please do not access, browse or use the application, nor the software, services, information, materials or other such contained in the application.
CLICKING ON THE BUTTON „I AGREE” BELOW, YOU AGREE TO THE USE OF BT PAY UNDER THE TERMS MENTIONED IN THE BT PAY TERMS APPLICABLE TO MINORS AND IN INFORMATION NOTE REGARDING THE PROCESSING IN BT PAY OF THE PERSONAL DATA OF MINOR USERS UNDER 14 YEARS OLD.
If at any time after registering in BT PAY you decide that you no longer agree with these BT Pay Terms, please uninstall the application.
BT Pay terms establish how you can use in the BT Pay application the cards issued by Banca Transilvania, (hereinafter referred to as „BT Cards”), cards issued by other financial institutions in Romania, under the Visa, MasterCard, Maestro brand, enrolled in the 3D secure service, (hereinafter referred to as „Non-BT cards”) and the cards issued by BT Direct (hereinafter referred to as „BT Direct Cards”), as well as access to the accounts opened in the client's name at Banca Transilvania. The BT Pay terms are supplemented by the General Business Conditions of Banca Transilvania applicable to Natural Persons and Legal Entities (hereinafter referred to as „CGA”), as well as with official regulations of loyalty programs and payment in installments without interest, in case of credit cards.
All these documents are available on the bank's websites – www.bancatransilvania.ro and www.starbt.ro.
In order to be able to use BT Pay, respectively to have the possibility to view and/or benefit from the services offered within it, it is necessary to be a BT client and/or to hold at least one BT debit or credit card, issued to an individual and/or legal entity.
By registering in the application, you confirm that you meet the legal conditions and that you have not been prohibited from using a service similar to the one offered by BT Pay. BT makes every effort against the improper use of this application and its facilities. The bank will monitor the way the application is used to ensure that it complies with these BT Pay Terms and that the services are not used abusively and in violation of legal provisions.
2. How do you access BT Pay?
BT PAY is a secure mobile banking software application, accessible via a mobile phone with an Internet connection. The application can be used on iOS and Android operating systems and must be installed from the dedicated stores (Google Play Store – for Android, Huawei App Gallery – for Huawei phones without access to Google services, and App Store for iOS).
In case the bank runs specific campaigns during which it offers BT Pay users the possibility to send personalized links through which the application can be downloaded, BT Pay can also be downloaded in this way (Invite friends to BT Pay campaigns). You will be redirected again to the dedicated stores (Google Play Store – for Android, Huawei App Gallery – for Huawei phones without access to Google services, and App Store for iOS) for downloading the application. In certain situations, the Bank may conduct prize campaigns, thus customers who install BT Pay by accessing such a received link may be beneficiaries of prizes mentioned in the respective campaign’s regulations, if they meet the eligibility criteria. The campaign regulations will be found on Transilvania Bank's website, where it can be consulted.
Users can add BT and non-BT Cards and can use the application's functionalities, described in detail in the specific guides for each operating system:
1. Opening a business relationship with Banca Transilvania through BT Pay
In order to meet the needs of those who wish to open a business relationship with BT, the bank offers adult individuals, with tax residency only in Romania, the possibility to become BT customers and holders of a current account directly through the BT Pay mobile application.
To apply for opening a business relationship with BT through BT Pay, the previously mentioned persons must hold an identity document issued in Romania, of the type - Identity Card (CI), respectively Electronic Identity Card (EC).
Requests to open a business relationship initiated through BT Pay can be:
- Approved immediately after completing the application process for opening the business relationship through BT Pay;
- Approved within the next hours or within the next working days after the completion of this application process;
- Rejected, in certain exceptional situations.
Regardless of the final resolution from the Bank, the applicant is informed directly in the application through a "push notification" type communication.
Application for opening a business relationship with the bank through BT Pay involves acceptance of these BT Pay Terms and implies the processing of personal data as specified in specific information note.
2. Authentication in the application
User registration will be carried out by the bank applying the procedure of strict customer authentication, as defined in the relevant legislation on payment services.
Registration involves the processing of some personal data, as we present to you in detail in the dedicated information note regarding the processing of personal data for the purpose of identification in BT Pay.
Following the registration carried out according to this point, depending on the category to which they belong, namely individual bank client or card user, the user will have access to all the functionalities of the application or only to some of them, as mentioned in the specific guides indicated above.
Clients holding accounts opened at Banca Transilvania – Italy Branch, who have enrolled in the BT Pay Italy application using an identity card issued in Romania and who have accounts/deposits opened at Banca Transilvania Romania, will be able to view and carry out transactions also from the accounts/deposits at Banca Transilvania Romania.
3. Card registration
Users can add the following types in BT Pay cards issued in the name of a natural or legal person:
A. BT Cards
Users can add Banca Transilvania cards in BT Pay by entering the card details requested in the application.
The cards issued in the name of a natural person can be enrolled and used in the BT Pay application even if the user has not come into possession of the physical card. The user can come into possession of the physical card either by requesting it via courier or by picking up the card from the territorial units of Banca Transilvania within the time frame established in the Bank's General Terms and Conditions of Business.
Adding the card in the BT Pay application also involves activating it, if the activation has not been performed previously at a BT ATM. If the client has added the card in BT Pay, activated it, and later comes into possession of the physical card, it will be necessary to perform the following operations:
a) the card is reissued at expiration - the user must perform with the physical card a first operation of "PIN Change" from the ATM menu – "PIN Management". Within this operation, the existing PIN code of the card and a new PIN code will be requested, which can be the same as the existing PIN code of the card. In the exceptional situation where the user receives an error upon completing the "PIN Change" operation, he/she addresses the bank with the request for free reissuance of a new activation code, after which the standard card activation steps from the BT ATM follow.
b) the card is newly issued or reissued upon request - activation of the physical card at the BT ATM and setting a PIN code for the issued / reissued card is necessary.
For phones with the Android operating system and built-in NFC technology, for making contactless payments (NFC), registering the card and validating it leads to the allocation of a payment token (alternative card number) to that card, the token that will be associated with the card on that phone.
After registering the card in BT Pay, the user may have the possibility to add it to the Google Pay solution, directly through the BT Pay application.
The user will also comply in this regard with the Terms and Conditions for the use of cards issued by Banca Transilvania in Google Pay.
For phones with the iOS operating system, card data validation takes place without allocating a payment token to it, the token being necessary only in the case of NFC payments.
After registering the card in BT Pay, in order to make NFC payments at merchant terminals, the user may have the possibility to add it to the Apple Pay solution, directly from the BT Pay application. The user will also be subject in this regard to the Terms and Conditions for the use of cards issued by Banca Transilvania in Apple Pay.
By adding the card to BT Pay, the user understands that it will be possible to use it for financial operations such as, but not limited to: contactless payments at merchants, transfers between the same client's cards, transfers between different clients' cards, based on phone number or IBAN, (in the case of transfers based on phone number, the user has the option to set a main receiving card directly from the card settings, an option that leads to the automatic receipt of amounts into the chosen card, without the need to accept money from SMS/notification), cashing in BT cards from non-BT cards, confirmation (approval or rejection, as appropriate) of online payments through BT Pay, payment of utility bills by accessing the Bill Payment service, viewing card details (card number, CVV, CVC, expiration date), contactless cash withdrawals, code-based cash withdrawals, enrolling cards in the Apple Pay solution (for users of devices with iOS operating system), enrolling cards in the Google Pay solution (for users of devices with Android operating system), activation and setting of the Round Up service, issuance or reissuance of a debit card, issuance of a virtual card virtual in Ron, Euro, USD, viewing the history of transactions made with the card (including card credits), viewing expenses made with the card grouped by categories, viewing the balance of the account to which the card is attached, in the case of credit cards including for: viewing the monthly payment amounts, viewing transactions made in installments, early repayment of unpaid amounts from monthly installments, setting automatic payment of monthly obligations (minimum and maximum payment amount) from the cardholder's current account, funding the account to which the credit card is attached with the minimum or maximum payment amount from any card enrolled in the BT Pay application, when applying for shopping offers, service offers and products of Banca Transilvania, as well as offers from partners .
Using these functionalities involving debiting or crediting amounts will be carried out in the bank account to which the respective card is attached, being the responsibility of its holder.
Also, after performing an additional validation by using the code received via SMS, other functionalities of the application can be accessed through BT Pay, such as:setting daily trading limits on digital and physical cards, temporary blocking and unblocking or permanent blocking of these cards, updating personal data in the bank's system.
Also, certain categories of users (such as, but not limited to: those identified as bank clients, individuals holding current accounts who do not have a STAR Forte type credit card) will be able to apply for a credit card of this type with an attached credit line. At the same time, certain categories of users (such as, but not limited to: those identified as bank clients, individuals holding a STAR Forte, STAR Gold, BT Flying Blue Classic, BT Flying Blue Premium type credit card) will be able to apply for an increase of the credit line on the product held.
In addition, certain categories of users (such as, but not limited to: those identified as bank customers, individuals, who hold a current account with an attached debit card) will be able to apply for obtaining/increasing a credit line in the form of an overdraft facility (Overdraft).
By registering in BT Pay, the user understands that they will have access to the amounts in their accounts opened at BT or, as the case may be, to the amounts in the account holders' accounts to which the supplementary card is attached and will be able to perform operations as defined in chapter 3 below – “What you can do in BT Pay”.
Through the service “Card saved at merchants”, the user has the possibility to manage the bank cards associated with their account, depending on their type:
1. For VISA cards: the BT Pay application user identified as a BT client, an adult individual account holder with an added card (excluding PF_Tichet) will be able to view:
- In the section "Saved Card Online" list of accepting merchants on whose websites/applications the card data has been saved for subsequent payments and who store this information in the form of a token;
- In the "Recurring Payments" section, subscriptions and recurring payments associated with the card saved on the merchants' websites that save the card information both in the form of a token and the card data.
Information regarding the card saved in the merchants' applications/websites will be available for viewing in BT Pay within a maximum of 48 hours from the moment of saving them.
Users will be able to view in the section "Card saved at merchants" the most recent transaction from the last 13 months related to each merchant.
Users will not be able to activate, modify or cancel subscriptions to services related to a card from BT Pay. Any such modification must be made directly on the respective merchant's website.
The service offers the possibility to block future transactions for a maximum of 60 months from the list, of any card saved online at the merchants mentioned above. However, blocking future transactions does not automatically imply the deletion of the card issued on the user's account from the merchant's website.
Thus after blocking future transactions for future payments initiated on the merchant's site for which transaction blocking was requested, reactivation of payments for that merchant from BT Pay will be necessary.
Blocking future transactions through BT Pay under the above conditions will not automatically lead to the termination of the contractual relationship between the user and the merchant or to blocking future attempts to debit the account initiated by the merchant through another payment method. In this regard, the user is advised that after blocking future transactions according to this section, they should proceed to permanently delete the card from the merchant's application/website.
2. For MASTERCARD cards: the BT Pay application user identified as a BT client, an adult individual account holder with an added card will be able to view:
- In the section „Card Saved Online” the list of accepting merchants on whose websites/applications the card data was saved for later payments in the last 3 months and who keep this information in the form of a token;
- In the section „Recurring Payments” the subscriptions and recurring payments associated with the card saved on the merchants' websites in the last 3 months that store the card information both in the form of a token and the card data.
To request the deletion of saved bank card information or to cancel an active subscription concluded with a merchant, it is necessary for the request to be made through the merchant's official platform (website or mobile application). These actions must be carried out in accordance with the procedures established by the merchant, as only through their own channels can individual user requests be properly identified and processed.
Click to Pay - facilitation offered by Visa and Mastercard to users of cards issued under the logos of these Payment Organizations, whereby, when making transactions online/at virtual stores on the internet, the card details associated with the email address in relation to the Bank (card number, user name, expiration date, and CVV/CVC code) are automatically retrieved before Transaction Authorization. The use of this functionality is subject to the applicable Terms and Conditions:
B. BT Direct Cards
BT Pay users will be able to add cards issued by BT Direct by manually entering the card details, namely: card number, first and last name, expiration date, CVV code (the 3-digit code found on the back of the card).
After registering the BT Direct card, the user will be able to use it to perform the following operations: card balance, viewing the history of transactions made with the card, contactless payments at merchants, enrolling cards in the Apple Pay solution (for users of devices with iOS operating system), enrolling cards in the Google Pay solution (for users of devices with Android operating system), confirmation (approval or rejection, as applicable) of online payments through BT Pay.
C. Non-BT Cards
BT Pay users identified as individual clients of the bank and who have at least one BT card enrolled in the application can also add non-BT cards to BT PAY by manually entering their data, namely card number, first and last name, expiration date, CVV code (the 3-digit code located on the back of the card).
Subsequent to enrolling the non-BT card in BT Pay, the user has the possibility to access the Open Banking option, which allows them to view financial information from other financial institutions where they have open accounts for a period of 90 days. After this period, the user can reauthorize access to the data for a similar period.
In case of accessing the Open Banking functionality in BT Pay, the application user will also comply with Terms and Conditions specific to this option.
4. User authentication for accessing and using BT Pay
The application can only be used if the phone is secured by a password, fingerprint, or another security method offered by the phone. When registering in BT PAY, it is checked if the phone is secured. Subsequently, at each access of the application, it is checked if there is a phone security.
The chosen security method will also be used for authorizing contactless payments, online payments, ATM withdrawals, transfers, additional card settings, as well as in the case of other options that may require authentication.
In case the user has set a security code (PIN code) for BT Pay, it will be used for the authentication and authorization of transactions in the application, the user still having the possibility to use the phone's security method when paying with the BT Pay application at merchants, without having to enter the application (if the payment method through phone unlocking is set). In case the user has enabled the device unlocking feature using biometric data (e.g., FaceID, fingerprint), after defining the security code, they will be allowed to activate the biometric data saved on their phone.
You agree and understand that you are responsible for maintaining the confidentiality of the Login Data associated with your use of BT Pay and for taking all reasonable measures to keep this information confidential.
You are obliged to notify Banca Transilvania immediately, without unjustified delays, when you notice the loss, theft, illegal appropriation, or unauthorized use of your Login Data, as well as the mobile phone you use to access BT Pay. You also agree to notify Banca Transilvania immediately, without unjustified delays, in the same manner regarding any other security breach related to the Service of which you are aware.
Banca Transilvania may suspend the use of your Login Data or Account in cases where it suspects the security of these to be compromised or the existence of unauthorized or fraudulent use.
Banca Transilvania will inform you in advance or, if this is not possible, immediately after the suspension of the use of your login data or Account, specifying the reasons for the suspension, except in cases where providing this information could compromise reasonable security measures or contravene the law. Banca Transilvania will reactivate your Login Data or Account or will provide you with new Login Data or a new Account, as soon as possible after the reasons that caused the initial suspension have been removed.
If you use BT Pay as a legal entity client, you agree that all officers, employees, agents, representatives, and all other persons who have issued in their name a card attached to the legal entity account, will be authorized to access the application, make payments with it in the application, view the transaction history made with the card and the limits set on the card issued in their name, temporarily and permanently block the card, and access the Offers section.
You assume full responsibility for the rights you have granted to third parties in relation to the bank, for operating on personal accounts through the BT Pay application. You are obliged to ensure that the designated persons have understood and comply with all imposed conditions and limits. In case the third parties act beyond the established limits or cause damages, the liability lies exclusively with the Client.
If you have received/have access in BT Pay to the accounts of other BT individual clients, adults or minors, on which you are designated with operating rights (authorized representative), you are obliged to use these rights exclusively within the limits of the granted mandate, in accordance with the applicable legal and contractual provisions.
By using the BT Pay application, you confirm and agree that your authorized representative, who holds sole signing authority, will have the possibility to process through the BT Pay application the following types of operations:
- View current accounts/ savings accounts/ term deposits;
- Execution of transfers from opened current accounts;
- Currency exchanges in the currencies in which the account holder has open accounts;
- Account statement generation;
- Transaction history view;
- IBAN distribution;
- Setting up recurring payments;
Savings account and deposit management, including establishment and dissolution.
3. What can you do in BT Pay?
Current functionalities available in BT Pay are presented in detail in the dedicated guides: BT Pay app user guide - Android (for devices with Android operating system) BT Pay App User Guide - IOS (for devices with iOS operating system).
At the same time, on these web pages there are details regarding each functionality in BT Pay that the user is obliged to consult and acknowledge.
Current functionalities can be supplemented with new ones, communicated depending on the operating system, in the mentioned guides.
The fees as well as the maximum daily transaction limit for operations that the user can perform in the BT Pay application are mentioned in website of Transilvania Bank.
In case BT credit cards, the setting of automatic payments of monthly obligations (minimum and maximum payment amount) will be made from the cardholder's current account, the payment which will be made on the due date. In case the due date is a non-working day, the debit of the monthly obligation will be made on the preceding working day. In case the user has multiple current accounts, the first account opened at the bank will be debited.
In case the BT card top-up or the setting of the automatic payment option is made outside the Monday – Saturday interval, from 09:00 to 19:00, or on non-working days, the registration of the top-up and the option will be done on the next working day. Thus, if such an operation takes place on the due date (the 25th of each month) on a non-working day or outside the above mentioned interval, the user understands that the monthly payment obligation will not be made on time.
The user can pay for an online purchase from the mobile phone, selecting directly from the merchant's page the payment method "BT Pay". In case the chosen payment method is a credit card, the user has the possibility to choose installment payments by selecting the number of installments available on the merchant's website. Subsequently, the user chooses the card and confirms the transaction by: biometrics (FaceID, fingerprint), or unlocking (password, Code).
By using the RoPay service, the user accepts the general terms and conditions regarding instant payments between banks in Romania. Additional information, including details about fees, security and user rights, is available here.
The terms and conditions applicable to the subscription activation service are available at the time of its activation in the BT Pay mobile application or on the Transilvania Bank website.
By accessing the Accounts section
The individual user can perform transactions, according to the rights they have, on current accounts, regardless of whether they have an attached card or not, including accounts attached to credit cards and other types of accounts, such as deposit/savings accounts. The user's main RON (Romanian Leu) account will be automatically added following registration in BT Pay.
The "Accounts" section of the BT Pay application offers the user the following functionalities:
- displaying accounts in the BT Pay application
- view active accounts and display their balances
- viewing the cards attached to each account
- viewing additional cards attached to each account. By using this functionality, the Client will be able to: (i) view the transaction history, (ii) view expenses made with the card grouped by categories, (iii) block/unblock the payment instrument, (iv) modify the limits related to the card
- transfers between own accounts
- making transfers in lei (interbank and intrabank)
- making transfers through RoPay Alias;
- viewing, setting and deleting recurring payments
- view transaction history and pending transfers
- IBAN distribution
- payment of invoices by payment order
- currency exchange - for currency exchanges exceeding the amount of 100,000 EURO / USD / GBP versus RON, and 25,000 EURO (or equivalent) for other currency pairs, the Bank offers the possibility to negotiate the exchange rate using alternative channels
- automatic import of beneficiaries saved in the Neo BT and BT24 applications card
- opening current account in RON or another currency
- effecting currency transfers (interbank and intrabank; for additional information, consult: Transaction Processing Schedule)
- accessing account statements available to the accounts added in the BT Pay application. These can be previewed or downloaded in PDF format
- closing subaccount from BT Pay
- recurring payments
- viewing active garnishments on BT accounts
Using the functionalities within the "Accounts" section is subject to General Business Conditions of Banca Transilvania applicable to the individual client at the time of use.
By accessing the option to close a current account from BT Pay
The use of this service is subject to Terms and Conditions applicable to this.
*By activating the RoPay service
By activating the RoPay Alias service, the user of the BT Pay application – a natural person, client of Transilvania Bank, and holder of a personal current account added in the application – can make fund transfers in lei (RON).
At the moment of activating the RoPay Alias service, the user chooses the BT account on which to activate the alias (the declared phone number), and this account becomes the unique account through which both sending and receiving amounts via RoPay Alias are carried out.
Transfers (sending and receiving money through the BT account), can be made either by using the phone number, or by the QR code generated or scanned through the BT Pay application.
RoPay Alias Service is offered within the application, but the user can give up on it anytime, without this affecting their ability to use other BT Pay functionalities. The BT Pay user will be able to opt out of using the RoPay Alias service by deleting the alias previously added in BT Pay.

By activating the Bill Payments service
The application user identified as a retail banking client can access the Bill Payments service from the application.
This allows individual users to pay utility bills. Through this service, Banca Transilvania provides users access to:
a) Payment of invoices to approved suppliers using one of the methods below:
- The connection of the account related to an agreed utility provider;
- Connecting the account to the Pago Application and importing connected suppliers from within the Pago Application;
- Scanning an invoice received from an approved utility supplier, without the aforementioned configuration;
- Requesting an amount from a third party for the payment of an invoice.
b) Viewing the history of payments made to approved suppliers;
Usage of Bill Payments is subject to Terms and conditionsapplicable to this service and conditions for processing personal data specific to it.
The Bill Payment Service is offered within the application, but the user may not use it or may cancel the activated payment options at any time, without this affecting their ability to use the other functionalities of BT Pay.
BT Pay user will be able to opt out of using the Pay Bills service by deleting / disconnecting all connected providers and disabling the existing payment options, if they are activated.
By accessing the Round Up functionality
Certain categories of application users (such as, but not limited to: those identified as individual bank customers, holders of a current account in RON and with at least one own card issued in RON currency, added in BT Pay, will be able to access the Round Up functionality and will be able to activate the option on the main current account in Lei. The option is activated at the account level. All payments made with the cards attached to that account will benefit from this option.
Payment transactions accepted for the Round-Up service are:
- Payment with debit card or through wallet-type applications made at a POS;
- Payments made online using debit card;
Payments made from the overdraft, as well as transfers made from the current account (scheduled or not), cash withdrawals with the debit card, bill payments at the ATM will not be rounded. Also, payments made with the BTDirect card and payments with the BT meal voucher card will not be rounded.
The minimum untouchable balance is 30 lei, which means that rounding cannot be carried out if the accounting balance of the source account is less than or equal to 30 lei.
The use of this service is subject to Terms and Conditions applicable to this.
By accessing the Savings functionality
The application user identified as a bank client, an individual, who has set a PIN (security code), can access the "Savings" functionality from BT Pay.
Within the Savings functionality, the user can view the savings products held at Banca Transilvania, can create other deposits/savings accounts available in the bank's offer, and can also close them through the application.
Also, the user can download the Interest Income Statement from interest which includes all income received from the interest related to deposits and savings accounts for the selected fiscal year, or account statements available for savings accounts or term deposits.
Establishing savings deposits/accounts is subject to the Terms and Conditions applicable to each of these products, as follows:
- Terms and conditions related to classical deposits constituted in BT Pay
- Terms and accounts related to savings accounts (Lei/Euro) established in BT Pay
- Terms and conditions relating to negotiated deposits constituted in BT Pay
By accessing the credit card granting option
Certain categories of application users (such as, but not limited to: those identified as being individual bank clients, residents, who have a BT debit card issued on the personal account added in BT Pay, except for the BT meal card) can view in the application the option to apply for a credit card. This service allows the user to initiate a request for granting a credit card and, if the criteria from BT's credit policies are met, to obtain this card and the associated credit line.
The option to grant a credit card is offered within the application, but the user is not obliged to access it, not accessing this option does not affect the user's right to use the other functionalities of BT Pay.
The use of this functionality involves processing personal data as specified in Information note regarding the processing of personal data for obtaining a BT credit card exclusively online.
By accessing the option to increase the line of credit
Certain categories of application users (such as, but not limited to: those identified as individual banking customers, residents, who have a BT debit card issued on the personal account added in BT Pay, except for the BT meal card), who hold a STAR Forte, STAR Gold, BT Flying Blue Classic, BT Flying Blue Premium credit card issued as the holder, can view in the application the option to increase the credit line for the product they hold. This service allows the user to initiate a request for a credit line increase and, if the criteria from the BT lending policies are met, to obtain an increase of the credit line related to the product they hold.
The option to increase the credit line is offered within the application, but the user is not obliged to access it, not accessing this option does not affect the user's right to use the other functionalities of BT Pay.
Using this functionality involves processing personal data as specified in Information note regarding the processing of personal data for the exclusive online obtaining of a BT credit card.
By accessing the option to grant/increase an overdraft type line of credit/a cash reserve
Certain categories of users of the application (such as, but not limited to, those identified as individual bank clients, residents, who have a BT debit card issued on the personal account added in BT Pay, with the exception of the BT meal card), can view the option to apply for an overdraft, for clients who do not have the product at BT. This service allows the user to initiate an overdraft grant request and, if the granting criteria from BT lending policies are met, they can obtain the overdraft.
For the categories of application users (such as, but not limited to those identified as individual bank clients, residency, who have a debit card issued on the personal account added in BT Pay, except for the BT meal card), who hold an overdraft (cash reserve/account overdraft) at BT, they can view the option to increase the credit line in the application. This service allows the user to initiate a request to increase the credit line on the current account, and if the criteria from BT's credit policies are met, to obtain an increase of the credit line on the current account.
The option to grant/increase the account overdraft is offered within the application, but the user is not obliged to access it. Not accessing these options does not affect the user's right to use the other functionalities of BT Pay.
Using this functionality involves processing personal data as specified in Information note on the processing of personal data for obtaining/increasing an overdraft exclusively online, exclusively online.
By accessing the option to issue RCA Insurance
The application user identified as an individual bank client can access the "RCA Insurance" option from the BT Pay application. Through this option, the client can view RCA insurance offers suitable for their car and can purchase the RCA insurance directly from BT Pay. The user will be able to pay for the RCA insurance in installments as well, through Star cards issued by Banca Transilvania. After the policy is issued, the client will receive a copy at the entered email address, but the client can always resend the policy by email from the application.
Also, the client will receive notifications regarding the expiration of the insurance policy: one notification 30 days before the insurance expiration date and another notification 7 days prior.
The issuance of the RCA insurance policy is subject to Terms and conditions applicable to this service and the specific Personal Data Processing Conditions.
By accessing the Travel Insurance option
The user of the application identified as an individual bank client can access from the BT Pay application the option “Travel Insurance”. Through this option, if a series of criteria are met, the client can view based on a needs analysis the suitable travel insurance offer for him and can purchase the travel insurance directly from BT Pay. The user will also be able to pay for the travel insurance in installments, through Star cards issued by Transilvania Bank. After the policy is issued, the client will receive the policy along with the complete set of documents specific to this insurance at the entered email address.
By accessing the Home Insurance option
The user of the application identified as a retail banking client can access the "Home Insurance" option from the BT Pay application. Through this option, if a series of criteria are met, the client can purchase directly from BT Pay the voluntary home insurance and the PAD insurance, in case there is no active PAD associated with the respective home.
The user will be able to pay the home insurance in installments, through Star cards issued by Banca Transilvania.
After issuing the policy, the client will have the possibility to distribute the policy along with the complete set of specific documents related to this insurance.
By accessing the Credit Card & overdraft insurance option (line of credit)
The application user identified as a bank client, natural person, can access from the BT Pay application the option “Credit line insurance”. Through this option, if a series of criteria are met, the client can view based on a needs analysis, the credit line insurance offer suitable for him and can purchase the insurance directly from BT Pay. After completing the flow, the client will receive by email the complete set of documents specific to this insurance.
By accessing the BT Pay Kiddo option for minors who have a BT account
The primary user of the application, identified as a natural person bank client, can activate from the BT Pay application the BT Pay Kiddo option for minors who have a BT account, through which they can grant their child or minor, aged between 14 and 18 years and who has an account opened at BT, permission to use the BT Pay application via the card issued in the minor's name, linked to the minor's account. The use of this functionality is subject to Terms and Conditions applicable to this service.
By accessing the BT Pay Kiddo option for minors attached to the parent's account
The main user of the application identified as an individual bank client can activate the BT Pay Kiddo option for minors attached to the parent's account from the BT Pay application, through which they can grant their child or minor, aged between 8 and under 18 years, permission to use the BT Pay application via the card issued in the minor's name, attached to the parent's account. The use of this functionality is subject to Terms and Conditions applicable to this service.
By accessing the Move Your Money to BT option
The application user, an individual bank client, can access the option "Move your money to BT," through which they can transfer, with the desired recurrence, their income or other amounts held in an account opened at another financial institution to which a non-BT card enrolled in BT Pay is attached, into an account to which a BT card already registered in the application is attached.
At the moment of activating the option, the user must ensure that the available balance in the non-BT account from which the amounts are to be transferred to the BT account is sufficient for the desired recurring operation. Transfers will be made with the set recurrence and chosen amount, only if there is an available balance in the non-BT account on each of the dates set for the recurring transfer.
By using the identification option in BT Pay
BT individual clients, BT Pay users, will have the possibility that during a phone call initiated to/from the Call Center or, as the case may be, in the case of operations carried out in BT units, to be identified through the Application installed on the phone number declared to the bank. Clients who choose such identification will receive a push notification sent in BT Pay, from where they will be able to accept/refuse the identification, respectively they will be able to identify themselves using the phone unlocking method/security code used for BT Pay.
By accessing the functionality Loading phone card and eSIM
BT Pay users (except those who only have meal voucher cards) can top up a phone card (prepay) for phone numbers from the providers available in the application by entering the phone number to be recharged. The user is aware that these transactions are irreversible. The user assumes the correctness of the entered phone number and that they have the consent of its holder to use it in BT Pay for recharging the card.
The eSIM service accessible through the BT Pay application allows users to purchase and activate mobile data plans provided by an external partner, on devices compatible with eSIM technology.
BT Pay exclusively offers facilitation of access to this service. The provision of data traffic, network coverage, service quality, and technical support related to eSIM plans are entirely the responsibility of the partner telecom provider.
By purchasing an eSIM plan, the user is subject to the specific terms and conditions of the provider, displayed in the application during the activation process.
By accessing the Credit functionality
The application user identified as a bank client, a natural person who is credited, can view in BT Pay, in the "Loans" functionality, details about non-card credit products held at Banca Transilvania (e.g. due date, payment amount, repayment schedule, any owed amounts, attached insurance policies, fees, any delays).
The application user identified as a bank client, a natural person, who meets the eligibility criteria established by the bank will be able to access the functionality "Apply for a personal loan Simulate a 100% online loan" from the "Loans" tab.
Through this functionality, the user can perform a simulation for a personal loan and can obtain a personal loan 100% online provided that the bank's eligibility criteria are met.

The user of the BT Pay application, a natural person, who holds an active loan at Transilvania Bank and has the status of loan holder, will be able to access the functionality of partial early repayment of the loan, provided that the criteria set out in the early repayment policy of loans from BT Pay of Transilvania Bank are met.
The user can initiate the partial early loan repayment operation from the BT Pay application, by accessing the "Credits" section and selecting the "Partial early repayment" option.
This service allows the BT Pay user to perform online simulations of partial early repayment of the loan and to submit requests for partial early repayment.
These operations can be performed on working days (Monday – Friday), between 08:00 – 18:00.
For submitting the partial early repayment request, the BT Pay application user confirms the transaction and authenticates in the application through a secure method: Face ID, fingerprint, or code, depending on the settings chosen in BT Pay.
By accessing the Investments functionality
By using the "Investments" functionality, the application user, identified as a retail bank client, holder of an investment account, will be able to: (a) become an investor in investment funds managed by BT Asset Management SAI, by signing the brokerage contract with BT; (b) choose the desired investment fund among those available; (c) buy/sell Fund Units (UF); (d) set up a recurring investment through the "Direct Invest" service; (e) view transactions that are being processed; (f) consult the transaction history; (g) generate portfolio statements, transaction confirmations, ex post cost reports, statements of held funds, realized gains and/or losses; and (h) consult details about the investment funds managed by BT Asset Management SAI (e.g., the fund's evolution chart over the last 5 years).
The application user, identified as a bank client, an individual, account holder, who used an identity card issued in the territory of Romania to activate the BT Pay application, can become a participant in the voluntary pension fund(s) managed by BT Pensii SA, provided the adherence act is signed for each fund. The user will be able to set a recurring monthly contribution, modify or cancel the contribution, view the contribution history and balance, the number of allocated fund units, generate account statements, and also view details about the voluntary pension funds managed by BT Pensii SA (e.g., NAV, yield over the last 5 years). By accessing the Rovinieta option
The BT Pay application user identified as a bank client, individual, will have the possibility to purchase a Road Tax Sticker (Rovinieta) for the territory of Romania. This option offers the possibility to purchase or renew the Road Tax Sticker for different categories of vehicles, over different periods of time. The user is aware that these transactions are irreversible and assumes the accuracy of the data entered in the Road Tax Sticker purchase process.
The use of this service is subject to Terms and Conditions applicable to this.
By accessing the option issue additional card
The use of issuing an additional card is subject to Terms and conditions applicable to this service.
By accessing the BT Pay Chatbot
BT Pay application users can benefit from assistance regarding the application and its functionalities through the chatbot integrated in BT Pay. The chatbot offers automatically generated answers, using artificial intelligence (AI) techniques, to general questions. Although we strive to constantly improve the content generated by AI, the answers may contain errors, inaccurate or outdated information. For this reason, we strongly recommend BT Pay users to use this content only as a starting point for further research and consultations. In case the automatically generated information to general questions does not provide the expected answers, the user has the possibility to enter into a live chat conversation with an employee (human operator).
4. Declarations and warranties
At the time of registration for using BT Pay, you declare and guarantee the following:
- you have the right, authority, and full capacity of exercise (valid only for adult users) for accessing and using the application;
- you are the holder of the cards issued by Banca Transilvania and/or issued by other financial institutions in Romania that you add to the BT Pay application;
- you are responsible for the way the persons appointed by you use the application, bearing any damages arising from their improper use;
- you are obligated to maintain a phone unlocking method as long as the BT Pay application is installed on the phone;
- you will not communicate the phone unlocking password/ security code to a third party, as disclosing it will expose you to the risk of card usage for payments by other persons. You are solely responsible for maintaining the confidentiality and keeping safe the data entered in the BT Pay application and the phone unlocking password/ BT Pay security code. Furthermore, you are responsible for any activities of any nature that take place in your account;
- if you have chosen to activate biometric data for authentication in BT Pay, you will not allow the registration on the phone of biometric data – fingerprints or face ID – fingerprints or face ID – belonging to other persons, considering that, in this case, accessing the application, respectively authorizing transactions could be done with any of the biometric data added to the phone;
- you will immediately notify us of any unauthorized use of the application installed on your phone number or of any breach of the security of the phone or login data in the application that you become aware of or that you should reasonably suspect.
- you assume full responsibility in case the phone number entered/selected by you in BT Pay or the IBAN code entered, to which you ordered the bank to transfer/request sums of money, is incorrect or does not belong to the person to whom you intend to transfer/request the sum of money;
- you assume full responsibility in case the phone number entered/selected by you in BT Pay, to which you ordered the bank to send the code necessary for cardless cash withdrawal, is incorrect or for which you requested the loading of a phone card, does not belong to the person to whom you intended to send the code/to whom you intended to load the phone card or if this code was subsequently transmitted by the recipient to another person;
- you assume full responsibility in the event that the phone number entered in BT Pay for recharging a phone card does not belong to the person whose phone card you intended to recharge or if the phone card of another person has been recharged;
- you assume full responsibility for connecting to the Open Banking functionality, which allows for 90 days from logging into the respective application, via BT Pay, the display of certain financial information of your account opened at another financial institution, namely: balance, IBAN account, history, and transaction details. You also assume the correctness of associating the account with the non-BT card registered in BT Pay, in order to correctly display this information.
- you assume full responsibility for distributing on any distribution channels links and/or promotional messages for campaigns that may be carried out through the BT Pay application and guarantee the bank that you will not abuse such distributions;
- you will not communicate the OTP code received on your phone number to third parties for adding the card in BT Pay and/or unlocking various functionalities, implicitly the permission for authorizing online payments;
- you will notify us in case of loss, theft, unauthorized access or theft of the mobile phone on which the BT Pay application is installed, immediately upon becoming aware of this situation. In the event of failure to fulfill the above-mentioned obligation, you assume full responsibility for any and all operations that unauthorized persons could perform through the Application or as a result of identification made through the Application installed on the phone number declared to the bank during a call to/from the BT call center or at a BT unit, including access to any banking information or updating data;
- you will uninstall the application if the phone on which you initially installed it no longer belongs to you or you no longer use it;
- you will not falsify or provide erroneous information about your identity or intentions in connection with anything related to the application;
- you are responsible for the way you use the information generated by AI technology, provided as a response by the BT Pay chatbot to general questions asked.
- you will not transmit, distribute or offer any information or materials that are in whole or in part illegal, false, fraudulent or inappropriate, offensive or that violate public order and good morals;
- you will ensure and maintain the physical and logical security of the phone, according to the manufacturer's recommendations and best practices;
- you will update the phone's operating system according to the manufacturer's recommendations and will use only the official versions of the operating system provided by the manufacturer;
- you will not inhibit the security protections of the operating systems recommended by the phone manufacturer;
- you will install BT Pay only from the dedicated stores - Google Play Store, Huawei App Gallery or App Store, Romania, published by Banca Transilvania;
- do not install applications from unofficial sources, as they could compromise the security of the application
- you will ensure that any data entered into the application is correct and complete;
- you will not violate any rights provided by law, property rights, inalienable rights, the right to confidentiality, or the personal data of others;
- you will not use the application's content to resell, distribute or use the offered services.
- you will not distribute the offers from the BT Pay application.
- you will not abuse and/or act in bad faith and/or for fraudulent purposes the functionalities provided within the application;
- you will access via BT Pay only accounts opened in your name in physical activity monitoring applications and you will keep this data confidential;
- please confirm that you have read the provisions of these BT Pay Terms applicable to you, that you agree with them and that you have taken note of how the processing of personal data will be carried out in accordance with the mentions in the Information Note on the processing of personal data within BT Pay (if you are an adult user), respectively according to the mentions in the dedicated Information Notes regarding the processing in BT PAY of personal data of minor users;
- by using the Application you will not violate any law or regulation of the country in which you reside and you are solely responsible for complying with all applicable local laws and regulations.
5. Termination or modification of BT Pay
Termination of the use of BT Pay by the user may occur in the following situations:
a)at the user's initiative, by uninstalling the application from your device.
b)from the bank's initiative, in case of the user's violation of the provisions of these BT Pay Terms;
c) when the business relationship ends between the client and the Bank.
Also, we can suspend or modify BT PAY immediately, for any reason, including when repair or maintenance work is required. We may periodically add new functions and we are not obligated to provide any particular function through BT PAY. We may withdraw BT PAY, but in this case, we will notify you at least 30 days in advance.
We can modify these BT Pay Terms at any time by publishing the modified BT Pay Terms in the BT PAY application. In this case, users will be notified through the application and/or by another communication method using the contact details found in the bank's records at least two months before the effective date of the modification. From the moment of notification or, as the case may be, from the date indicated in the notification as the date on which these BT Pay Terms are modified, the updated version will be applicable to all users. By exception, the two-month period mentioned in this section will not apply in the case of contractual changes imposed by the application of new legal provisions, in the event of changes concerning service costs if these are more advantageous to the client, as well as in the case of the introduction of new functionalities in the BT Pay application, provided that these do not involve additional costs for users, do not affect their rights or obligations, and can be used exclusively as a result of the user's choice. In this case, the changes will apply from the moment of notification or, as the case may be, from the date indicated in the notification.
If you do not agree with the revised BT Pay Terms, you can uninstall the BT Pay application at any time, with immediate effect.
In case Additional Services made available in the application will be implemented, these services will be subject to the same rules and conditions contained in these clauses, in case they will not benefit from conditions distinct from these.
6. Intellectual property
The user expressly declares that they have acknowledged that all graphic creation, the content of the application, and the audio-video materials accessed are the property of the Bank. An exception is made for information, graphic elements belonging to other entities, which are the property of partners.
The user accepts that any software used in connection with the services offered in the application contains confidential information and is subject to ownership rights, being protected by laws regarding intellectual property rights, industrial property, and other applicable laws.
The user undertakes not to reproduce, copy, sell or exploit the services, information and/or audio-video materials to which they have access as a result of using this application, in part or in full.
The user is prohibited from modifying, copying, renting, transferring, lending, selling, distributing, or creating derivative materials based on the services or programs used within the application.
7. What we are not responsible for
We provide BT PAY only for your personal use. Not all BT PAY services will work with all mobile devices.
You agree that the application will not be delivered without errors or continuously, that some imperfections will not be corrected at the time of their occurrence.
The application user is responsible for the use of the application. Banca Transilvania cannot be held responsible for the effects generated by the use of the application by the user or third parties, for the costs generated by the use of the application or for third parties' access to certain personal and/or confidential information or personal data through the application. To limit potential damages caused by the use of the application by third parties, Banca Transilvania will recommend not to alienate/lend the phone, not to disclose the unlocking method of the device/security code used for BT Pay, and not to offer the card to other persons.
Banca Transilvania cannot control the operating system of the phone used by you. Thus, Banca Transilvania is not responsible for any kind of damages caused to the mobile phone, including but not limited to any security breach caused by viruses, errors, fraud, forgery, omission, interruption, malfunction, delay in operations or transmissions, computerized lines or network failure, or any other technical defect produced.
Thus, we will not be liable for any loss or damage that we or you could not reasonably foresee at the date you started using BT PAY or that is beyond our control.
Also, we will not be responsible for:
a, no loss or damage (moral or patrimonial) due to non-compliance with these BT Pay Terms;
b. the case in which the persons whose phone numbers have been entered in the application by you for making transfers based on phone number or for sending the code necessary for cardless cash withdrawal report the use of this contact data belonging to them;
c. the content or services/discounts provided by STAR partners through the offers displayed in the BT Pay application, the unavailability or non-updating of the offers;
d. linking the non-BT card registered in the application with the selected account, within the Open Banking functionality in order to correctly display the information.
e. the accuracy of data from applications, the availability or reliability of any information, content, provided by any third-party application, for example physical activity monitoring applications. As such, we are not responsible for any kind of damages or losses caused or alleged to be caused by or in connection with the use of or reliance on such third-party applications.
f. the health problems that could result from the use of these devices and applications, from the physical activity carried out by the user.
g. any loss or corruption of your content or your other data, if such loss or corruption is not caused by us or is not under our control within reasonable limits. We also inform you that Banca Transilvania is not liable to you and/or to third parties for any direct or indirect damages including, but not limited to, loss of profit, unrealized gains and/or failure to take advantage of business opportunities or any other similar losses suffered by you as a result of the lack of use of the application and services or the inadequate quality of the services.
8. Applicable law
Terms and conditions of use of the BT Pay application, as presented in this document, are and will be governed and interpreted in accordance with Romanian law.
In case of a conflict / misunderstanding related to the use of the application, we will try to resolve the respective conflict amicably, the negotiations in this regard being governed by good faith.
All disputes will be resolved in the competent courts in the municipality of Cluj-Napoca, except in cases where the applicable legislation specifies another exclusive jurisdiction for you.
Specific provisions for US users of BT Pay
If you are a US user of the BT Pay application (a user whose identity documents used in the identification/authentication process through the application were issued by competent authorities from the United States of America), by accepting these Terms and Conditions you agree that:
(i) any complaints/dissatisfaction regarding the processing of your personal data (such as, but not limited to, biometric data) by the provider/third party service provider of identity verification services whose solutions are used within the aforementioned application (hereinafter referred to, for the purpose of this clause, as Onfido) SHALL NOT be subject to collective disputes/actions to be resolved by courts within the territory of the United States of America;
(ii) any complaints/dissatisfaction related to the processing of your personal data mentioned in point (i) will be subject to an individual arbitration procedure;
(iii) the settlement by arbitration of any complaints/dissatisfactions related to the processing of your personal data mentioned in point (i) in accordance with the provisions of point (ii) will be carried out in strict compliance with the arbitration procedure established by the provider/third party service provider of identity verification services (Onfido) as will be communicated to you by them.

10. Force Majeure and the Fortuitous Case
Banca Transilvania is not responsible to the user for the non-fulfillment of any obligation in case of force majeure / fortuit event and generally in the case of an event that is beyond its control, as well as for the operation and connection of other national or foreign networks and for their activities and actions in general.
